The Families First Programme (FFPP) represents one of the most significant changes to children’s services in a generation. For local authorities, it brings both opportunity and pressure: opportunity to simplify, standardise and improve practices; but pressure to move at pace while national requirements are still evolving.
Reorganisation is not the only thing our customers are currently grappling with – with devolution and Local Government Reorganisation (LGR) deadlines fast approaching. It is our role to ease these transitions and seize the opportunity to improve the experience for everyone: users and citizens alike – everyone our systems reach. This is a combined opportunity to leverage technology to meet these challenges and raise the bar.
In recent months, the debate around FFPP system readiness and technical “starting points” has understandably intensified. Some commentary has suggested that councils need radically new platforms or wholesale reimplementation to be ready for Families First.
At System C, we believe that view underestimates both the complexity authorities are already managing, and the type of support they need now.
Providing a Practical Starting Point, Not a Blank Sheet
System C’s approach to Families First is grounded in a simple principle: reduce the burden on local authorities, not add to it.
Local government does not have the luxury of unlimited resources, specialist configuration teams, or time-consuming data migrations. Asking councils to design new pathways from scratch, manage upgrade cycles independently, or rebuild statutory reporting each time national guidance changes is neither realistic nor sustainable.
That is why our focus is on delivering a commercial off‑the‑shelf solution for Families First:
- Standard, preconfigured workflows aligned to national expectations
- A managed and automated upgrade path
- Out‑of‑the‑box reporting once statutory requirements are finalised
This approach provides a safe and tested foundation that councils can rely on, without needing deep technical in-house expertise or ongoing reconfiguration just to stay compliant.
Co‑Designing a Solution With Our Customers
Supporting Families First does not mean designing bespoke solutions for individual authorities. Experience tells us that when a system has been highly customised, it leads to fragmentation, reporting issues, and higher long‑term costs for councils.
Instead, System C co-designs Families First pathways with customers collectively, ensuring the solution works for everyone – from early adopters to authorities at an earlier stage of readiness.
We have come to this solution through:
- Close collaboration with Families First Pathfinder authorities.
- Participation in DfE‑led interim solution design.
- Ongoing engagement with customers across our user groups and customer forum

Our upcoming user conference – System C UserCon on 21st May 2026 at The ICC in Birmingham – will be a key milestone in this journey. By coming together in person for our Designing the Future of Families First session, local authorities and leaders in the social care space will help shape priorities, validate designs, and agree how to codesign continues, without pre-empting final DfE guidance.
How We’re Minimising Disruption During Transition
System C is designing our Families First solution so that:
- Functional upgrades can be taken without forced data migration.
- Case movement and system upgrades are not tightly coupled.
- Customers can adopt change at a pace that suits their operational reality.
We take on as much of the technical and operational burden as possible, so councils can focus on doing what Families First is all about – supporting families.
Being Transparent and Offering Our Support
We recognise that uncertainty – particularly while national guidance is still evolving – can be challenging. That is why we are committed to being transparent about what we know, what is in progress, and what comes next.
Customers already have access to our dedicated Families First page, which includes dedicated resources and FAQs. There is also our dedicated Families First email address, which customers can use to submit their questions directly to our Families First project team. We share regular updates on the programme with our mailing list whenever new documentation is released.
Looking Ahead
Families First is not a single release or a one‑off implementation. It is a journey, and one that needs to be taken together – nationally and regionally.
Our commitment is to deliver a standardised, supported, and sustainable solution that works for all councils, regardless of size, maturity, or internal capacity. One that evolves as national policy evolves, without creating unnecessary disruption along the way.
