Salford City Council has gone live with Liquidlogic Education Case Management System, creating a more joined-up and streamlined service for over 67,000 children in Salford.

The new system went live on 3 August 2026, following testing, staff training and data migration of over 205,500 records from the council’s previous provider. More than 1,200 users will now use the unified platform daily to manage early help, early years, education, social care and special educational needs and disabilities (SEND) for children and young people across the city.

Unified Records Across Salford

For children and their families, every child of school age now has one record, so their story doesn’t need to be repeated to different professionals. Technically, it will also be easier, as there is only one portal account and no separate logins to access key services such as school placements, education welfare support and SEND provision.

Practitioners and professionals now have a more joined-up view of a child’s journey from birth through to adulthood, replacing a process that relied on manually matching records held in different platforms. This will save time, improve efficiency, and more importantly, make it less likely that key information about a child will be missed. All professionals involved in the child’s care will have access to the same information, helping improve safety.

The move to a fully hosted Azure-based platform was delivered without any disruptions to services, removing a significant burden from Salford City Council’s team. Instead of worrying about infrastructure and servers, the team can now focus on what matters most, the children in their care.

Moving Towards a Data-First Approach

Salford City Council now aims to move towards a data-first approach that supports early prevention. With the improved data in one place, it will have a richer picture of its residents, improving both its intelligence strategy and care for the community.

Louise Platts, Practice Manager, Children’s Services at Salford City Council

“For staff, this will make a real difference to the way they work every day. Having information in one place reduces duplication, cuts down the time spent checking different systems, and gives staff greater confidence that they are working from the most accurate and up-to-date picture. It means less time navigating processes and more time focusing on the children, young people and families who need our support.”

Councillor Jim Cammell, Lead Member for Children’s Services at Salford City Council

“Our priority is to make sure every child in Salford has the best possible start in life, and that families can access the right support at the right time. This new system helps us do that by making services easier to navigate and ensuring professionals can work together more effectively. It is a practical example of how digital improvement can make a real difference to children, families and communities across the city.”

Melissa Caslake, Executive Director of Children’s Services at Salford City Council

“This is an important step forward for children, young people and families in Salford. By bringing early years, education and social care information together in one place, we are giving practitioners a clearer and more complete view of a child’s needs and circumstances. That means better-informed decisions, earlier support where it is needed, and a more joined-up experience for families who rely on our services.”

Steven Fry, Director of Digital & Customer Service at Salford City Council

“From a technical perspective, this has been a significant and carefully managed piece of work. Moving to a fully hosted Azure-based platform gives us a more secure, resilient and scalable foundation for children’s services, while reducing the need for local infrastructure and separate systems. Most importantly, it brings key information together in a way that supports better data quality, easier access for staff and a stronger basis for future digital improvement across the council.”

Amrik Johal, Managing Director, Social Care & Education at System C

“Fragmented data across social care, education and early years is one of the biggest challenges councils raise with us, and this go-live shows what’s achievable when those services are brought onto a single platform. Bringing four service areas together like this and moving to a fully hosted Azure-based platform is a genuinely complex undertaking, and a credit to Salford’s team as much as ours. It now means Salford’s team don’t need to manage the infrastructure and servers themselves, freeing up time to focus on their frontline work.

“We’re proud of what this partnership has delivered, and excited to see the difference it makes for practitioners and families across Salford.”
