Torbay Council has extended its partnership with leading local government software provider, System C, to implement its Liquidlogic adult social care case management and finance system across the region in Devon. The 5-year agreement will seamlessly integrate adult case management with the council’s existing Liquidlogic Children’s social care case management system, also provided by System C, creating a unified platform to manage both adults’ and children’s social care records.
Torbay Council has chosen Liquidlogic software to empower frontline adult social care staff employed by both Torbay and South Devon NHS Foundation Trust. By delivering real-time information, it will help staff to plan more effectively and commission care for vulnerable residents. The system will also streamline key processes, including needs assessments for individuals and their carers, providing essential advice and setting up vital support services.
Enhancing Care and Support at Torbay Council
The Liquidlogic system will improve the way care needs and histories are understood by enabling a more joined-up approach. It will also enhance the support for carers through more automated reviews and assessments and is designed to offer a future self-service portal, giving individuals direct access to their own records.

Following the data migration of existing records, the Liquidlogic Adults Case Management System is expected to be live by Summer 2026.
